Don’t be afraid to start a blog if you don’t have a laptop.
It’s very easy to blog with phones because they have features like voice typing 
, and there are many apps available to help you write or create images for your blog.

You cannot create a website from mobile but you can write articles from mobile. You first start writing articles for someone, generate some income from there, then add a laptop and then you can start writing articles for someone.
