You all suggested I, write 25 articles first before submitting the sitemap but I have one more question, When I will do SEO on all my articles, before publishing or after publishing?
I think you have to do on page SEO while writing it . Off page specially link building after publishing article and getting impressions in GSC.
Write the article, do proper on page SEO, then
publish it, and keep updating the article from time to
time.

Are your articles ranking or not? If ranking than the search might be less and you selected the wrong niche. however if not ranking focus SEO of articles and overall website.
