Make sure all the important pages are there.
and then apply.
If still facing issue, you can add some blog posts.
There are other ways.
- Create a blog site, and take adsense approval and then start 1 page site on that. (By deleting existing pages)
- Buy site with AdSense, then start one page site on that.

There is not a one place from where you can buy sites, it does not work like this, you have to find relevant sites, and then contact to them, and ask for guest posting.
